- Preheat your oven to 350°F (177°C) and line an 8-inch square baking pan with parchment paper.
- Combine 7 tablespoons of softened unsalted butter and 3/4 cup of brown sugar in a stand mixer. Beat on medium speed until well combined, about 1 minute. Add 1 teaspoon of vanilla extract and mix for another 30 seconds, followed by 1 cup of all-purpose flour, 1 teaspoon of baking powder, 1/4 teaspoon of salt, and 1 cup of old-fashioned oats. Mix until crumbly.
- Press slightly more than half of the mixture into the prepared baking pan. Bake for 12 minutes until lightly golden around the edges.
- While the crust is baking, whisk together 1 can of sweetened condensed milk, 6 tablespoons of fresh lemon juice, and 1 tablespoon of lemon zest in a medium bowl until smooth and thick.
- Remove the baked crust from the oven and pour the lemon filling over it, spreading evenly. Sprinkle the remaining crumble mixture over the top.
- Return to the oven and bake for an additional 22-25 minutes until edges are golden brown and the center is set.
- Allow the bars to cool on a wire rack for about 30 minutes. Lift out using the parchment and slice into squares.
