- Chop the cocktail onions finely and set aside.
- Melt butter in a skillet over medium heat, then add panko breadcrumbs, onion powder, garlic powder, paprika, black pepper, and salt. Toast for 3-4 minutes until golden brown.
- In a bowl, mix cream cheese, sour cream, mayonnaise, ketchup, sugar, and horseradish with a hand mixer until smooth.
